Federal Acquisition Regulation (FAR) Consulting

The volume and intricacies of the federal procurement regulations require government contractors to partner with knowledgeable and experienced professionals. At SPI, we have the expertise to assist government contractors with regulation interpretation and solution development in such areas as cost allowability, small business programs, contract financing, acquisition of commercial items, contract management and the contract clauses.

Cost Allowability Assessment

In the “cost” based environment of government contracting, only “allowable” costs (per FAR part 31) can be included in proposals and billings to the government. Many times, the allowability of certain costs is unclear due to the complexity of FAR. SPI maintains an in-depth working knowledge of the FAR cost principles to help clients maximize cost allowability and minimize the risk of penalties due to claimed unallowable cost.

Cost Accounting Standards (CAS) Consulting

Government contracts covered by CAS require compliance with its unique accounting standards to ensure the proper allocation of costs to contracts. These accounting standards are complex and require expert interpretation. The professionals of SPI include seasoned CPAs with extensive experience in interpreting and properly applying these standards to achieve a competitive and compliant cost allocation structure.

Defense Contract Audit Agency (DCAA) Audit

Government audit agencies, particularly the DCAA, have the contractual authority to audit many aspects of a contractor’s business and contracts. From an overall business perspective, they audit business systems such as accounting, labor, billing, contract pricing and procurement. From a contract perspective, they audit for contract pricing compliance, cost allowability, cost allocation, contract performance and billing compliance. These audits can result in undesirable economic and competitive outcomes. Our professionals have many years of experience in the government audit process – we help our clients achieve a fair audit outcome by providing guidance on the front-end during system development; ensuring appropriate audit practices during the audit; and developing effective rebuttals to audit findings during negotiations with DCAA.

Indirect Rate Structure Analysis and Development

The development of an appropriate indirect rate structure based upon the unique cost and market drivers of a company is critical to its competitiveness and profitability. Our consultants have the ability to perform a thorough corporate analysis and develop an indirect rate structure that is competitive, compliant with FAR & CAS, and provides profitable contract performance.

Contract Pricing

The foundation to contract profitability starts with a well-priced contract. The professionals at SPI are experienced with solicitation analysis, contract pricing strategy, forward pricing rate development, and contract negotiation.

Incurred Cost Submission Preparation

Government contractors understand the burden of preparing their incurred cost submission, as well as the uncertainty associated with the government audit process and findings. Our team prepares incurred cost submissions, defends our clients’ positions during the government audit process, and negotiates a fair outcome.

Business System Review and Development

As a prerequisite to contract performance, the government requires each contractor to have “adequate” business systems. Our former “Big Four” internal auditors have extensive experience analyzing and developing accounting, labor, billing, procurement and IT systems. These professionals ensure that our clients’ systems are appropriately designed; contain the necessary controls; work as designed; and comply with the appropriate government regulations.
